Puppy mills are growing in Texas, law enforcement officials there say, as disreputable breeders skirt regulations and move their sales online to avoid state inspection requirements. The Better Business Bureau, which reported that more than half the complaints about unscrupulous breeders during the past three years could not be resolved, urged would-be puppy parents to avoid online breeding sites and check out breeding facilities in person.
The BBB reported that Internet sales have become one of the main ways for breeders to avoid federal inspections, which are infrequent. The BBB also warned against Internet breeding sites and urged those buying puppies to personally visit the breeders and note the conditions.
